DVZ on a Mission: Digital Core Services for Citizens and Service Providers

Since 2005, the Data Processing Center Mecklenburg-West Pomerania [DVZ] has been driving the digitalization of state authorities to provide citizens with electronic access to administrative services. As a full-stack IT service provider, the DVZ delivers digital e-government services to state authorities, districts, and municipalities under the State of Mecklenburg-West Pomerania’s basic services regulation, the goal being to standardize and accelerate administrative processes.

With the adoption of the new EU Services Directive [EU-SD], the team around Uwe Gärtitz, responsible for e-government development, faced the challenge of creating a digital solution for all state authorities, districts, and municipalities by the end of 2009. The system was meant to facilitate access for foreign service providers while offering businesses a simple way to handle application processes.

Future-Proof Case Management: Digital, Flexible, Efficient.

With the digitalization platform that we developed for the DVZ in 2010 as part of an official tender, the foundation for a modern case management system was established. This system does not only remain in place to this day but can also be adapted to meet future requirements.

“The initial concept was a generic case management system designed to handle and make configurable various kinds of digital case processing,” explains Tobias Weinert, CEO of Virtimo AG, describing the project’s inception. INUBIT, as the agile and adaptable integration and process control layer of the Virtimo Digitalization Suite, has since enabled seamless integration of public IT systems.

Data from online applications can be processed, stored, and transmitted without barriers—of course, in compliance with the current ‘XÖV’ standards, which are mandatory technical requirements for XML data exchange in public administrations in Germany.

One make-up for all challenges – since 2010!

Specifically, all applications and data entered by citizens via online interfaces such as FIT-Connect or OSCI can be easily transmitted to a public authority, then securely forwarded to the appropriate caseworkers and departments, stored, or sent back to the platform for further processing. This is true regardless of the file size, file type, or the data processing system in use.

Thus, the platform represents a pioneering solution for establishing public administration structures based on the ‘OfA’ principle [One for All], which was already ahead of its time from the very beginning and has since been continuously developed and adapted in response to new challenges.

“We have essentially mapped an entire lifecycle between application submission and the case management system, including deadline management and communication processes, which continues to meet the diverse requirements with excellence and is prepared for future needs,” explains Uwe Gärtitz.

The digitalization platform not only meets the required ‘high protection need’ but also ensures the necessary parallelism and stability, as well as the subsequent integration of additional add-ons and public authority backup and data processing systems – and it has been doing so for over 15 years!

Backend Process Engine Delivers Driving Force for Digital Transformation

As part of the Digitalization Suite, not only do we provide the DVZ with the necessary information hub in the form of an Enterprise Service Bus, but we also enable the digital modeling of all processes and data structures through the INUBIT backend process engine. This is a welcome feature, allowing individual OfA services, along with countless functionalities for a complete application process, to be mapped and integrated into the case management system via the platform in the future. This represents a key success factor.

“If a new process needs to be added for representation in the case management system tomorrow, the DVZ or the respective authority can implement that very easily thanks to INUBIT,” says Steffen Lehmann, Head of Sales at Virtimo. According to Uwe Gärtitz, this is the result of years of refining the perfect solution to turn the digitalization platform into exactly what it is today: a backend process engine that the DVZ will continue to use to drive the standardization and expansion of security management in public authorities in the future.
